Ms. Carroll has worked for the city since 1984. She has served as purchasing agent for the city since 1992. Prior to becoming purchasing agent she served as deputy clerk, business tax inspector, junior accountant and purchasing assistant.
Under Ms. Carroll’s direction as purchasing agent, the city has established uniform purchasing guidelines, developed a procurement card system for city departments, implemented the city’s energy conservation program, and served as the city’s project manager on several of the city’s construction projects. She has served as president of East Tennessee Purchasing Association and Tennessee Association of Public Purchasing.
According to Ms. Casteel, “Melinda is very deserving of this position and has a solid background in city government.”
As assistant city manager, Ms. Carroll will assume the city manager’s duties during the absence of the city manager and will continue in the role of purchasing director for the city of Cleveland. In addition to assisting the city manager she will be responsible for budget oversight and management of special projects and will be responsible for communication programs to keep media, the general public, city employees, and the city council informed.
Ms. Carroll is married to Scott Carroll and they have two children, Megan and Zachary.
